Swedish nicotine pouches: what the label means
Swedish nicotine pouches are a popular search, but "Swedish" isn't one thing. It can mean made in Sweden, run by a company based in Sweden, or simply the product category Swedes call vitt snus. This guide separates those meanings, explains how Swedish law treats tobacco-free nicotine products, and then sets out what each brand we carry says about its own owner and factory. Where a brand doesn't publish something, we say so instead of guessing.

What makes nicotine pouches Swedish?
Three different claims tend to get shortened to "Swedish". Made in Sweden: the pouches are produced in a factory in Sweden. Swedish company: the business behind the brand is based in Sweden. Swedish category: the product is the kind of thing Swedes call vitt snus, wherever it was made.
Swedish law doesn't give the word a legal meaning for pouches. Section 3 of Lag (2022:1257) om tobaksfria nikotinprodukter defines a tobacco-free nicotine product as "en produkt utan tobak som innehåller nikotin för konsumtion", a product without tobacco that contains nicotine for consumption. The definition says nothing about where the product comes from.
The distinction matters because ownership and manufacturing can sit in different places. Swedish Smokeless, the company behind White Fox, puts it this way on its own site: "Though Armenian owned, Swedish Smokeless is founded and based in Sweden."
How Swedish law regulates tobacco-free pouches
Lag (2022:1257) came into force on 1 August 2022, with some provisions phased in later. Section 1 states its aim: to limit the health risks and inconveniences linked to use of tobacco-free nicotine products. The main rules for anyone selling in Sweden:
- Product notification: manufacturers and importers must notify the Public Health Agency of Sweden (Folkhälsomyndigheten) of every product they intend to supply to consumers, no later than six months before it's meant to reach the market. A product that hasn't been notified may not be supplied to consumers. This duty applies from 1 January 2024.
- Origin doesn't change the duty: section 5 is addressed to "tillverkare och importörer", manufacturers and importers, so imported products are covered as well as products made in Sweden.
- Age: tobacco-free nicotine products may not be sold or handed out in business to anyone under 18, and the seller must make sure the buyer has reached that age.
- Marketing: section 9 requires "särskild måttfullhet" (special moderation). Advertising must not be "påträngande, uppsökande eller uppmana till bruk", meaning intrusive, solicitous or encouraging use. That's why this site is informational and doesn't urge anyone to use pouches.
- Supervision is split: municipalities and the police, Folkhälsomyndigheten for product notification and product requirements, and the Swedish Consumer Agency (Konsumentverket) for marketing.
How pouches differ from snus
Snus is tobacco. EU Directive 2014/40/EU defines tobacco for oral use as "all tobacco products for oral use, except those intended to be inhaled or chewed, made wholly or partly of tobacco, in powder or in particulate form or in any combination of those forms, particularly those presented in sachet portions or porous sachets". Article 17 tells member states to prohibit placing it on the market, "without prejudice to Article 151 of the Act of Accession of Austria, Finland and Sweden". That article is the derogation that lets Sweden allow it.
A tobacco-free pouch contains no tobacco, so by the wording of that definition it isn't tobacco for oral use. Swedish law draws the same line: Lag (2022:1257) defines its own category as products without tobacco, and says in section 4 that it doesn't apply to products covered by the tobacco law, Lag (2018:2088).
We're describing what the definitions say, not giving a legal opinion on any particular product or country. Rules for nicotine pouches outside Sweden differ. We sell tobacco-free pouches only.
Who is behind the brands we carry
Everything below comes from each brand's own pages or an official company register, read on 5 October 2026. "Not published" means we found no statement. We don't rank brands, and where a brand comes from says nothing about whether it suits you.
- White Fox: Swedish Smokeless, which says it renamed itself from GN Tobacco in 2024, calls White Fox its "signature brand offering tobacco-free nicotine pouches" and lists it among the brands "produced at the factory in Enköping". The company's address is Varggatan 13, 749 40 Enköping, Sweden.
- Klint: the Klint Global site is operated by Habit Factory in Sweden AB (registration number 559198-2375, Norsborg, Sweden). Klint says its pouches are "manufactured in state-of-the-art facilities in Sweden".
- 77: the 77 site says it belongs to Luna Corporate Sp. z o.o., ul. Obornicka 174, 62-002 Suchy Las, Poland. The Polish court register (KRS) lists the company at the same address. Where 77 is manufactured: not published.
- Cuba (we list the Cuba Ninja line): nicotobacco.eu, the shop that presents Cuba as its own range, names the manufacturer as Nikotabako sp. z o.o., Sokołów, Poland, and a different company, UAB MUUD Group in Vilnius, Lithuania, as the seller. The KRS entry for Nikotabako confirms a Polish company at that address.
- CLEW: the CLEW UK site says its pouches are "crafted by Nevcore Innovations" and names VCherish Innovations Ltd (trading as CLEW Pouches, company number 13854094, Dukinfield, England) as its contact entity, which Companies House confirms. Nevcore's country and the country of manufacture: not published on the pages we read.
- NEAFS: the NEAFS site names Neafs U.K. Ltd (company number 13561348, London) as the company operating its website and shop terms, which Companies House confirms. Pouch maker and country of manufacture: not published on the pages we read.
- STNG: we list only STNG apparel. We found no manufacturer site or register entry we could verify for a STNG pouch, so we state no owner or country.
Where are nicotine pouches made?
Going only by those statements: Sweden for White Fox and Klint, Poland for the manufacturer named for Cuba, and not published for 77, CLEW and NEAFS.
A registered address isn't a factory address. A Polish owner doesn't prove Polish production, and a London office says nothing about where pouches are filled. Brands also change over time: the company behind White Fox renamed itself in 2024, so a retailer page or article that still says GN Tobacco may be describing the same business under its earlier name.
If you're reading from the United States
The FDA authorised 20 specific ZYN products in January 2025, saying those actions "permit these specific tobacco products to be legally marketed in the U.S. to adults 21 and older" and that this "does not mean these tobacco products are safe, nor are they 'FDA approved'". It points readers to its Searchable Tobacco Products Database for the list of products that may be legally marketed and sold in the U.S. For the US, the question isn't whether a pouch is Swedish. It's whether that specific product appears in that database.
How to check a brand yourself
You don't need to take our summary, or anyone's, on trust. Open the brand's own contact, legal or privacy page and note the company name and address. Then look that company up in the official register of the country named: the Polish KRS, Companies House in the UK, or the national register elsewhere. Read the wording closely. "Manufactured in" is a statement about production, while "operated by" or "belongs to" is only a statement about who runs a website.
